PMA Tries to Stop Online Galley Sales

The sale of galleys and ARCs may harm the reputation of the publisher because they are often full of errors, and yet the online sale of them continues into the hundreds of thousands. The PMA is has taken measures to stop the practice by passing “a resolution urging all of its members to stop working with the online marketplaces that facilitate those sales”.

Though seriously, the number of people who see more than one or two ARCs and galleys in a few years is pretty limited. Those people already have formed opinions of publishers that aren't going to be much affected by the ARCs they see.

I think it's more that they are irritated that free copies are moving around. Publishers are mighty irritated with online used book sales in general, since they think it's a copy that is passing around that they don't get any money for. The fact that it wasn't sold in the first place is just the icing on the cake.
